In July 1989 the news of torture of young chidren was carried out by many newspapers and a Hindi newspaper also demanded a judicial enquiry. The police while ordering an enquiry also denied all allegation. What followed was a massive cover-up operation and intimidation of the victims. PUDR conducted its own enquiry and met all concerned people including the policement of Shalimar Bagh Police Station (PS). The findings, presented in this report, are shocking in their detail and dangerous in their implications.
