Sir,
PUDR condemns the incident of flogging, stripping and parading of seven men belonging to the chamar caste by vigilante gaurakshaks on 11 July 2016 in Mota Samadhiyala village, Una taluka, Gir Somnath District Gujarat, which has brought the Brahmanical character of Hindutva cow politics and the caste character of the state to centre stage. It has been widely reported that the assault took place just outside the police station, using the lathis of the on-duty policemen.
PUDR strongly condemns the gruesome rape and murder of the Dalit law student in Kerala’s Perumbavoor district on 28th April 2016, and the appalling indifference demonstrated by the police in securing justice for her. The mutilation of her body is symptomatic of the brutal physical and sexual violence inhering in a caste-based patriarchal society, which is routinely inflicted on Dalit women to deny them dignity even in death.
Manual scavenging is a caste based occupation wherein a certain sub-caste of Dalits are condemned to manually clean, carry, dispose or handle in any manner human excreta from dry latrines and sewers.
PUDR strongly condemns the authorities of the Central University of Hyderabad for their caste based victimisation of Dalit students, which, on 17th January, 2016, resulted in Rohith Vemula , a Dalit Research Scholar in Science Technology and Society Studies in the University, committing suicide.
PUDR expresses deep concern over the recent Supreme Court ruling on the Haryana Panchayati Raj (Amendment) Act, 2015. On Human Rights Day, 10th December 2015, the apex court upheld five disqualifications laid down in the Act to particularly exclude those who are without specified educational qualifications, without a functional toilet in their homes, in debt, had arrears of electricity bills and had criminal charges framed against them, from contesting the elections to the Panchyati Raj.
