Subject: Reminder to provide information regarding under-trials in Tihar jail in the context of Supreme Court Order dated 05.09.2014 and other information
Dear Mr. Satyendra Jain
This is with regard to our meeting dated 8 June 2015 about large number of undertrials in Tihar jail and overcrowding despite a Supreme Court judgment to release those who have served half the sentence prescribed for the offence for which they are being tried. We had submitted a written memorandum to you on 8 June 2015 in person and through letter dated 9 June 2015 (sent via email to moh.delhi@gov.in) also sought information on undertrial prisoners in Tihar and other related information.
Yet another incident was reported about an attack in Tihar jail resulting in death of an inmate on 11 August 2015 (See “Cellmates beat undertrial to death in Tihar“, Times of India, 13 August 2015, Nitisha Kashyap). This once again raises concern about the conditions inside Tihar jail and condition of inmates in judicial custody.
We once again state that it is of utmost importance that the situation inside the jail is understood in order to take effective measures in the interest of the inmates and the objective of reformation of convicts. We request you once again to provide us with information sought through Annexure 2 to letter dated 09.06.15 (Attaching again for reference). We will be grateful to you.
