This report documents three cases of deaths in police custody in Delhi between May and September 2001. These relate to the death of Zakir -Pushp Vihar Police Station on 16 May, Lalit Mohan – Kalkaji Police station on 16 June and Zakir – Bhajanpura Police Station on 13 September. The three cases documented provide an important narrative of the extreme vulnerability that people find themselves in once they have been targeted as criminals by the Police and the slow and tardy process of enquiry that is initiated on a mandatory basis, in the event of a death in police custody.
