Delhi along with many other places, in the country, witnessed widespread disturbances in which thousands of Sikhs were killed from 31 October to 7th November, following the assassination of Prime Minister India Gandhi. Within a week after the carnage, on 17th November, People’s Union for Democratic Rights (PUDR) and People’s Union for Civil Liberties (PUCL), release their report Who Are the Guilty on the carnage. The main findings of the report were that the carnage was “the outcome of a well organised plan marked by the acts of both deliberate commission and omission by the important politicians of the Congress (I) at the top and the authorities in the Administration. These findings were corroborated by the press reports. They were further substantiated by the reports and accounts of a number of independent groups and organisations, which include Citizens’ Commission, Citizens for Democracy, Nagrik Ekta Manch, Sampradayikta Virodhi Andolan, and others. Eventually the government appointed a commission of enquire headed by Justice Ranganath Mishra, a sitting judge of the Supreme Court, to inquire into riots in Delhi, Kanpur and Bokaro. The report of the commission was placed before the Parliament on 23 February 1987.

This report is the critique of Ranganath Mishra Commission Report , in so far as it relates to events in Delhi.
