The report is based on PUDR’s investigation in to death of twenty year old Raziuddin in Tihar Jail. Raziuddin, a B.Sc. from Jamia Milia Islamia and also Diploma in Computer Science and Architecture was falsely implicated by Crime Branch of Delhi under the charges of extortion on the complaint of a businessman to keep him away from his daughter  . His bail was rejected by court four times. While still in jail he hangs himself from a door. Seven days after his death, the Session Court opined that the case against him may have been motivated.
