It starts by providing a background about the region and the CPI (ML) movement, the destruction of which is the purported aim of the state for resorting to immense repression.

The supreme Court has given an amended order in 1996 for relocation and closure of polluting factories in Delhi. For workers, the order had a provision of compensation in case of loss of jobs due to relocation or closure. In this state of Affairs where more than half the workers of the city have no proof of their status as workers, the compensation clause in the order has no meaning.
